Gov. Alex Chioma Otti Signs Senior Citizens Welfare Bill Into Law, Approves Free Stipends and Healthcare for Elderly Abians


 Abia State Governor, Dr. Alex Otti, has signed into law the Senior Citizens Welfare Bill, a landmark piece of legislation aimed at improving the quality of life for elderly residents of the state.


The new law guarantees comprehensive social support for Abia indigenes aged 60 years and above. Under the scheme, eligible senior citizens are entitled to a free monthly stipend, access to free medical care, and other welfare benefits designed to ensure dignity, security and improved living conditions for the elderly until the end of their lives.


Governor Otti, while assenting to the bill, described it as a people-centred policy that reflects his administration’s commitment to inclusive governance and social protection. He noted that the wellbeing of senior citizens, many of whom contributed significantly to the development of the state in their active years, remains a priority of his government.


The legislation also provides a framework for proper identification, registration and administration of benefits to ensure transparency and sustainability. Analysts say the move places Abia State among a growing number of subnational governments adopting structured social welfare policies for aging populations.


Residents and civil society groups have welcomed the development, describing it as a bold step toward institutionalising care for the elderly and reducing poverty among senior citizens in the state. The implementation of the law is expected to commence following the issuance of operational guidelines by relevant government agencies.
